eMaryland Marketplace

Overview

eMaryland Marketplace (eMMP), the State of Maryland’s internet-based procurement system, is a business tool that provides an efficient means to improve vendor’s access to State procurement information. eMMP provides greater opportunities for small businesses, secures competitive prices for the State and enhances the efficiency and timeliness of the procurement process.

eMaryland Marketplace provides the means to publish solicitations via the internet to potential bidders, providing equal access to solicitation information and is also the resource for electronic bid submission. In addition, the system allows vendors to obtain bid results online once the due date and time for bid submission has passed. Becoming a subscriber to eMMP places company information into the online business directory, to assist the vendor in the growth of their business. As a registered vendor on eMMP, interested bidders can browse solicitations or subscribe to receive e-mail notifications when solicitations matching a business profile are published.


How to Register

In order to receive a contract award, a vendor must be registered on eMMP. Contractors can register with eMMP by visiting the website at www.emarylandmarketplace.com or by calling at 410-767-1492 to speak with a representative.


Fee Amounts

There is no cost to subscribe to this system. However, COMAR 21.02.03.06 requires that the successful bidder/awardee pay a fee to support the operation of eMMP. The applicable fee is based upon the total contract value, including the base contract plus all options. The fee to be paid upon award of the contract, based on the total contract value or estimated contract value, is as follows:

The fee amount must be included within the rate or price of the proposal/bid and may not be quoted as a separate add-on price. There is no fee required for contracts with a total contract value of less than $25,000.


FEE COLLECTION

The contracting agency will post notice of the award on eMMP. The appropriate fee will be automatically calculated based on the procurement method used and the award amount posted in the notice. A system-generated email will be sent to the vendor notifying it of the contract award and the required fee.

Payments may be made through an electronic funds transfer, by check or by credit card. The vendor will receive an electronic receipt once the fee has been charged to an account or the check has been processed.
